Phillip has worked for the DUP in both London and Belfast, and before his election to the Northern Ireland Assembly in May 2022, worked for DUP leader Sir Jeffrey Donaldson MP. Outside of Politics, Phillip served as a non-executive director of both the Northern Ireland Housing Executive and the Public Health Agency.
